DISTINGUISHING CHARACTERISTICS:
The Network Security Engineer plays a critical role in ensuring the integrity, availability, and resilience of the network infrastructure supporting the emergency communications center and its public safety partner agencies. Operating in a high-availability, mission-critical environment, this position requires advanced technical expertise, sound judgment, and a proactive approach to safeguarding critical systems. The individual in this role will represent the agency in local, state, and federal cybersecurity meetings and conferences, maintaining strong awareness of current and emerging cyber threats. They bring a deep understanding of cyber risks, vulnerabilities, and security best practices, and actively contribute to the protection of Critical Infrastructure through strategic planning, implementation of security measures, and continuous monitoring of the network environment.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES:

Network Management:

  • Monitor and maintain the Cisco switching environment, VLANs and Authentication, Authorization and Accounting (AAA) resources
  • Manage multi-homed Internet connections with BGP routing
  • Monitor, maintain and troubleshoot LAN-to-LAN IPSec tunnels to connected agencies
  • Monitor, configure, and troubleshoot Cisco next-generation firewalls utilizing both command-line interfaces and Firepower Management Center
  • Create and maintain up to date technical documentation to include network diagrams, inventories, and relevant information on connected agencies
  • Create change management processes for any changes to network equipment and coordinate changes with staff and external agencies
  • Manage support contracts on network hardware and plan for equipment replacement
  • Manage network resources and connectivity of physical and virtual servers and workstations
  • Manage connectivity to external providers such as ISPs, private fiber providers, and city infrastructure
  • Ensure compliance with Criminal Justice Information Systems (CJIS) policy
  • Manage internal VoIP systems
  • Monitor and maintain network connectivity to the Disaster Recovery Center and external resources
  • Routinely back up device configurations and document all changes
  • Implement new networks as designed by the Network Architect

Cybersecurity:

  • Responsible for agency cybersecurity infrastructure to include designing, implementing, and maintaining a secure environment against all forms of cybersecurity attacks, including but not limited to Business Email Compromise, Ransomware, Social Engineering, and Wireless Attacks.
  • Stay abreast of cybersecurity alerts and evaluate the network for any security issues
  • Ensure the integrity and availability of system logs from all network hardware (routers, switches, firewalls)
  • Respond to cybersecurity incidents and assist in digital forensics analysis
  • Maintain current knowledge of standards and guidelines for resilient and secure networks, including NIST 800-53, FBI CJIS, and tools published by the Cybersecurity and Infrastructure Security Agency (CISA)
  • Participate in meetings and events available through Multi-State Information Sharing and Analysis Center (MS-ISAC)
  • Participate in the application of Security Awareness training to the organization
  • Understand and apply published methodologies for network and security monitoring, such as the CIA Triad (Confidentiality, Integrity, and Availability) and the NIST Five-layer model
  • Deploy critical patches while maintaining high availability
  • Triage reported security incidents, escalating the incident when warranted
  • Manage and update the agency’s Incident Response Plan

Cloud Computing:

  • Maintain and operate PaaS and SaaS cloud-based systems including Azure, Amazon AWS, and Google Cloud
  • Manage and monitor private connections to cloud systems

General:

  • Is reliable, dependable, and consistently reports to work. Always demonstrates a positive professional demeanor
  • Provides excellent customer service to both internal and external users
  • Liaise with vendors, partners, and external agencies
  • Participate in the department’s on-call rotation responding to calls remotely or on-site twenty-four hours a day, seven days a week as required

REQUIRED ABILITIES, SKILLS, AND KNOWLEDGE:

  • Maintain a strong and up to date understanding of cybersecurity including but not limited to the CIA Triad and the concept of Least Privilege.
  • Maintain a strong and up to date understanding of various types of cybersecurity attacks including but not limited to Business Email Compromise, Ransomware, Social Engineering, and Wireless Attacks.
  • Thorough knowledge of reading and interpreting network captures and using troubleshooting tools such as Wireshark and tcpdump
  • Network authentication technologies and protocols, including TACACS+, RADIUS and 802.1x
  • Multifactor Authentication, Single Sign-on and SAML
  • VLANs, 802.1q trunks, LACP, PAGP, VXLAN, VCP
  • VoIP technologies, including SIP, Skinny, H.323, and RTSP
  • Border Gateway Protocol (BGP) version 4, and Open Shortest Path First (OSPF) versions 2 and 3 routing protocols
  • Standards-based VPN technologies, including IPSec, ISAKMP, IKEv1, IKEv2 and SSL
  • VPN Interoperability between Cisco firewalls and other manufacturers’ equipment
  • PBX Software such as Cisco Unified Call Manager and/or Asterisk
  • Ability to clearly present technical information to a non-technical audience

REQUIRED EDUCATION AND EXPERIENCE:

  • 7+ years overall experience in computer networking
  • BS degree from an accredited college or university in Computer Engineering, Computer Science, or Information Technology
  • Experience implementing and maintaining high-availability systems in an organization classified as Critical Infrastructure
  • Intimate knowledge of IPv4, Ipv6 and VLSM
  • Experience implementing LAN-to-LAN and Remote Access VPNs
  • Experience with Desktop and Server technologies, including Active Directory, Group Policy, Windows Server 2016-2022, Windows 10/11, Linux/Unix
  • Experience with virtualization using VMWare, ESXi and vCenter
  • First-hand experience investigating and recovering from a cybersecurity incident
  • Any combination of relevant education and experience which would demonstrate the individual’s knowledge, skill, and ability to perform the essential duties and responsibilities listed

INTERPERSONAL CONTACTS:

  • Contacts are made both inside and outside the NORCOM organization
  • Internal organization contacts frequently include the Executive Director, Deputy Directors, Communications Center Supervisors, and Dispatchers
  • External organization contacts include NORCOM public safety participants, other emergency communications centers, members of government agencies, NORCOM’s technology suppliers, and prospective suppliers
  • Interactions tend to focus on technical information exchange involving bug triage, software suggestions, solutions, or advice
  • 50% of interactions are via the telephone or e-mail. 50% of interactions are in person

LICENSES, CERTIFICATION, AND OTHER REQUIREMENTS:

  • Cisco Certified Network Professional (CCNP) Enterprise or greater
  • Cisco Certified Network Professional (CCNP) Security
  • CompTIA Security Analyst (CySA+) or equivalent
  • EC-Council Certified Ethical Hacker or greater desirable

WORK ENVIRONMENT:
Work is performed in an emergency communications center. Work is typically done in office space at the City of Bellevue location. NORCOM has adopted a telework policy that allows telework options with Director approval. The nature of emergency communications center operations requires that employees are always available in all weather conditions and at all hours of the day or night.

WORK SCHEDULE:
NORCOM is a continuous operation work environment. The schedule for each team member is based on coverage, activities, and NORCOM’s operating requirements. The technology team ensures uninterrupted operation and, when needed, adjusts to a schedule necessary to minimize service degradation and provide maximum availability and functionality. The employee must comply with NORCOM’s readiness standards during their on-call shift.

PHYSICAL DEMANDS:

  • Sufficient clarity of speech and hearing or other communication capabilities which permits the employee to communicate effectively on the telephone and in person, and to provide training to staff on software application
  • Sufficient vision or other powers of observation that permits the employee to diagnose problems with software and to develop effective solutions
  • Sufficient manual dexterity which permits the employee to operate computer equipment and other office equipment with sufficient strength to lift and carry objects up to 50 lbs. for varying distances
  • Sufficient personal mobility and physical reflexes which permits the employee to work in an office setting
