The Governing Board is comprised of chief executive officers from each agency. That is a city manager, fire chief, or police chief. To provide oversight, each member designates one member of its legislative body to represent it at the annual Principals Assembly.
NORCOM’s significant financial and operational decisions require a supermajority vote. For routine operational decisions, the Governing Board operates by consensus, requiring a simple majority vote for approval.
